Job Summary:

This position is located in the Construction and Facilities Management Office, Engineer Plans and Services Branch. The primary purpose of this position is to manage construction projects assigned to the Engineering, Plans and Services Branch, and to provide professional engineering services for all Army National Guard (ARNG) major construction, minor construction, maintenance, and repair projects.
DUTY LOCATION: Joint Force Headquarters, Indiana Army National Guard, Construction and Facilities Management Office, Engineer Plans and Services Branch, Camp Atterbury, Edinburgh, Indiana with duty at Butlerville, Indiana.
TYPE OF APPOINTMENT: THIS IS A CAREER/CAREER-CONDITIONAL APPOINTMENT (This is a full-time, non-dual status (competitive) permanent position and does not require National Guard Membership).

Major Duties:
Responsible for the design, preparation of drawings and specifications on construction, maintenance, and repair projects. Serves as engineering liaison with design agencies. Oversees the design and recommends approval of initial specifications for engineering projects. As an engineering consultant on Army National Guard construction projects, assists the supervisor by providing technical engineering guidance to the Contracting Specialists. Reviews contractors description of materials and equipment for acceptability. Subsequent to contract award, assists the Supervisor in coordinating construction activities, reviewing contractors cost breakdown, and advising on proposed deviations from contracts. Maintains liaison with National Guard Bureau on matters concerning construction projects. Serves as a consultant to other branch chiefs and the immediate supervisor. When supervisory functions for one or two employees are assigned, will perform duties such as, selecting or recommending employee selection for positions under his/her direct control; preparing performance standards, and formally appraising work; reviewing, accepting or amending work and rejecting work not meeting established performance standards; actively supporting and promoting Equal Employment Opportunity (EEO), Upward Mobility and other special emphasis personnel programs; assisting in maintenance of an effective position management program, and on an annual basis, reviewing subordinate position descriptions to ensure positions are operating as intended and that duties and responsibilities are adequately reflected; approving and disapproving leave; and receiving complaints or grievances and resolving those which can be informally resolved, and or making recommendation for resolution to appropriate deciding officials.
Qualifications:
BASIC EDUCATION REQUIREMENT (TRANSCRIPTS ARE REQUIRED WITH APPLICATION):
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration (REGISTRATION CERTIFICATION REQUIRED WITH APPLICATION)--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test (EIT AND WRITTEN TEST CERTIFICATION REQUIRED WITH APPLICATION) - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.
Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.
3. Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
4. Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
Note: An applicant who meets the basic requirements as specified in A or B above may qualify for positions in any branch of engineering unless selective factors indicate otherwise, or unless he/she qualifies under the provisions of B.2 related to the EIT examination or BET degree.
IN ADDITION TO MEETING THE BASIC EDUCATION QUALIFICATION REQUIREMENTS, APPLICANTS MUST ALSO MEET THE FOLLOWING SPECIALIZED EXPERIENCE OR SUBSTITUTION OF EDUCATION:

A. SPECIALIZED EXPERIENCE: You must have one year (12 months or 52 weeks) of full-time (normally 35-40 hours per week) of specialized experience which has equipped the applicant with the particular tasks to perform successfully the duties of the position, and that is typically in the occupation or directly related to the work of the position to be filled. Such as, providing professional engineering services for an organization's major construction, minor construction, maintenance, and repair projects. To be creditable, this specialized experience must be equivalent in the level of difficulty and responsibility to that of the next lower grade level in the normal line of progression in the Federal service or comparable in difficulty and responsibility to the next lower grade level if outside of federal service. B. SUBSTITUTION OF EDUCATION (TRANSCRIPTS ARE REQUIRED WITH APPLICATION): Successful completion of a three full years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, if directly related to the work of the position. Such education must demonstrate the tasks necessary to do the work. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester or 27 quarter hours will satisfy the one year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

C. COMBINATION OF SPECIALIZED EXPERIENCE AND EDUCATION (TRANSCRIPTS ARE REQUIRED WITH APPLICATION): An applicant may have a combination of specialized experience and education. To combine education and experience, the applicant's total qualifying experience will be determined as a percentage of the experience required for the grade level. Then the applicant's education required for the grade level will be determined as a percentage of the education. Finally, the two percentages will be added. The total percentage must equal at least 100 percent to qualify an applicant for this position.
Conditions of Employment:

Veterans who served on active duty in the U.S. Armed Forces and were separated under honorable conditions may be eligible for veterans' preference. For service after October 15, 1976, the veteran must have received a Campaign Badge, Expeditionary Medal, a service connected disability, or have served during the Gulf War between August 2, 1990 and January 2, 1992 or for more than 180 consecutive days, other than training, any part of which occurred during the period beginning September 11, 2001, and ending on the date prescribed by Presidential proclamation or by law as the last day of Operation Iraqi Freedom.
The Veterans Employment Opportunity Act (VEOA) gives veterans access to job vacancies that might otherwise be closed to them. The law allows eligible veterans to compete for vacancies advertised under agency's promotion procedures when the agency is seeking applications from outside of its own workforce.
To claim veterans' preference, veterans should be ready to provide a copy of their DD-214, Certificate of Release or Discharge from Active Duty, or other proof. Veterans with service connected disability and others claiming 10 point preference will need to submit Form SF-15, Application for 10-point Veterans' Preference.

Social Security Number - Your Social Security Number is requested under the authority of Executive Order 9397 to uniquely identify your records from those of other applicants who may have the same name. As allowed by law or Presidential directive, your Social Security Number is used to seek information about you from employers, schools, banks, and others who may know you. Failure to provide your Social Security Number on your application materials, will result in your application not being processed
Privacy Act - Privacy Act Notice (PL 93-579): The information requested here is used to determine qualifications for employment and is authorized under Title 5 U.S.C. 3302 and 3361.
Signature - Before you are hired, you will be required to sign and certify the accuracy of the information in your application.
False Statements - If you make a false statement in any part of your application, you may not be hired; you may be fired after you begin work; or you may be subject to fine, imprisonment, or other disciplinary action.
Selective Service - If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under the Selective Service Law.
