You will conduct complex economic research, develop analytical techniques for economic studies and conduct special analyses of major economic issues. You will serve as an authoritative technical advisor within an assigned area and contribute technical information regarding the state of the economy, including the interpretation of observed economic phenomena and forecasts of economic movements. You will ensure that agency policy makers are provided with accurate, meaningful and properly evaluated understood economic information. You will manage the formulation, programming and guidance of projects or continuing programs involving economic issues of great importance and significance. You will identify problems to explore, assess the adequacy of existing programs, and recommend and implement changes. You will also participate in or lead interagency work groups and respond to inquiries from the general public and high-level officials from other agencies.

This is an open continuous announcement which will establish an inventory of applicants interested in a career as a  Economist with U.S. Customs and Border Protection. This applicant inventory will be used to fill positions as they occur.

Applicants are encouraged to apply early in order to maximize their employment opportunities. Applicant selection referral lists will be issued, as needed, for the duration of this announcement. Although this announcement is advertised for multiple grade levels, it is not intended to convey any expectation that positions will be filled at all grade levels.

You must meet the grade level qualification and eligibility requirements at the time of submission of your application. How long will this announcement be used? This announcement may be used for approximately one year beginning March 30, 2009 . You must meet the qualification and eligibility requirements at the time of application.



Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

Basic Requirements: 

A.    A degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;   

OR  

B.  A combination of education and experience, a relevant degree from an accredited college or university; courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. 

Transcripts are required.  Failure to provide transcripts WILL result in a loss of consideration

GS-13:   You qualify at the GS-13 level if you possess the basic educational requirements plus one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-12 grade level and involved in initiating, planning, and conducting economic impact analysis for federal regulations, which have been conducted per the requirements of Executive Order 12866 and Office of Management and Budget Circular A-4 ("Regulatory Analysis"); experience in working on analyses aimed at finding solutions to complex economist problems that require extensive research and documentation as well as the application of economic theory and methodologies, including new techniques and a high degree of insight and originality.

GS-14: You qualify at the GS-14 level if you possess the basic educational requirements plus one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-13 grade level and involved in initiating, planning, and conducting economic impact analysis for federal regulations, which have been conducted per the requirements of Executive Order 12866 and Office of Management and Budget Circular A-4 ("Regulatory Analysis"); experience initiating, planning, and conducting complex economic research, developing analytical techniques for economic studies, and conducting special analyses for major economic issues; experience in conducing analyses aimed at finding solutions to complex economist problems that require extensive research and documentation as well as the application of economic theory and methodologies, including new techniques and a high degree of insight and originality.


 


Requirements:

U.S. Citizenship:  Candidates must be United States citizens and present proof of citizenship, if selected.

Residency:  There is a residency requirement for all applicants not currently employed by CBP.   During the three years prior to applying for this position, you must have: physically resided in the United States or its protectorates or territories (excluding short trips abroad, such as vacations); worked for the U.S. Government as an employee overseas in a Federal or military capacity; and/or been a dependent of a U.S. Federal or military employee serving overseas.   

Exceptions may be granted to applicants if they can provide complete state-side coverage information required to make a suitability/security determination.   Examples of state-side coverage information include: the state-side address of the company headquarters where the applicant's personnel file is located, the state-side address of the Professor in charge of the applicant's "Study Abroad" program, the church records for the applicant's overseas church missions, and/or the state-side addresses of anyone who worked or studied with the applicant while overseas.   Applicants must provide this information when filing their application for employment.  

Background Security Investigation: You will need to successfully complete a background investigation before you can be appointed into this position.


HOW YOU WILL BE EVALUATED:


You will be evaluated based upon the responses you provide on the job specific questionnaire that is required as part of the application process for this position. You will be rated based on your responses and assigned a score ranging from 70 to 100 points.

Note: Five points may be added to the scores of eligible veterans who: Entered the military service prior to October 14, 1976; served on active duty during the Gulf War between August 2, 1990 and January 2, 1992, regardless of where the person served; or served in a military action for which they received a campaign badge or expeditionary medal. Medal holders and Gulf War veterans must have served continuously for at least 24 months or the full period for which called or ordered to active duty. Ten points may be granted to the eligible ratings of disabled veterans; Purple Heart recipients; spouses or mothers of a 100 percent disabled veteran; or the widows, widowers, or mothers of a deceased veteran.
