Mission of the Organization:
The Office of the Director of National Intelligence (ODNI) Special Security Center (SSC) exists to assist the Director of National Intelligence in sharing and protecting national intelligence information and building cooperation and collaboration throughout the Intelligence Community (IC) as well as with other U.S. Government entities, state and local officials, and our foreign partners. The SSC's objectives include promoting security uniformity and reciprocity in the IC to facilitate the sharing of vital intelligence with all of those who need it. A primary goal is to make security among IC agencies as seamless as possible, to include reciprocal access to IC facilities, electronic information systems and databases and IC-wide mutual acceptance
Manage, in tandem with the Security Databases Program Manager, the Community Services Division (CSD) Community Databases Program (CDP) to include the Scattered Castles Repository, Signal Flags Database, and the Sensitive Compartmented Information Facility (SCIF) Database.
Provide and implement daily database services to the thousands of users who rely on CSD databases as an integral part of their security operations across the IC, Department of Defense (DoD), and industry. Conduct maintenance, plan continuity of operations, and lead developments for the future state of CSD community databases.
Administer SSC's web presence and portal services on Intelink, Secret Internet Protocol Routed Network (SIPRNET) ,and the Internet.
Develop, promote, and implement opportunities to market the SSC to the IC to better serve an expanded customer base. Provide current security policy information and maintenance of a suite of collaboration tools to assist security practitioners across the IC.
Monitor, evaluate, and adapt performance metrics to assess the health and performance of all Security databases.
Monitor the Security Databases Program budget and author and compile well-reasoned budget planning and execution recommendations to the Security Databases Program Manager.
Coordinate with customers and stakeholders to improve database operations in support of mission requirements.
Organize and facilitate senior level working groups and expert steering groups representing Security Databases Program equities.
Conduct briefings at all levels across the federal government and industry, to include senior managers, stakeholders, and customers.
Collaborate with the Contracting Officer Technical Representative (COTR), Contracts Officer, and contractors in support of CSD Security Databases Program activities.
Travel outside the Washington metropolitan area, representing the CDP at training courses or conferences.
Analyze and respond to tasking and duties as assigned by the Security Databases Program Manager.
Serve as Acting Security Databases Program Manager in the absence of incumbent.
Extensive knowledge of IT and personnel security best practices.
Demonstrated experience working across multiple agencies in pursuit of a common goal.
Excellent communication skills, including the ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization.
Outstanding interpersonal skills and ability to work effectively, independently, and in a team or collaborative environment.
Strong analytic and critical thinking skills, including the ability to identify needs and manage competing requirements.
Ability to travel as needed outside the Washington metropolitan area to support CDP requirements, such as representing the CDP at a training course or conference.
Strong program management experience and/or training.
Demonstrated knowledge of budget planning and execution.
Contracting Officer Technical Representative Level 1 certification.
Applicants must be U.S. citizens and able to obtain a Top Secret clearance. ODNI assignments require successful completion of a counterintelligence polygraph within the last seven years.
