Major Duties:

This is a Part Time position, 24 hours per week/ 48 hours per pay period.

This is a Term Appointment Not to Exceed 3 years. May be extended up to 4 years.

This position is located at the St. Louis VA Medical Center, St. Louis, MO. The primary duty of this position is the initiation, direction, management, and conduct of the research design and statistical management components of a Health Services Research and Development (HSR&D) program. In this position you will examine a broad range of Veterans Administration (VA) health care delivery issues, particularly focusing on those related to Pharmacovigilance, Data mining, Pharmacoepidemiology, Progression and outcomes of diabetes, and Integration of national administrative registry data. You will initiate, develop, conduct, and report innovative health services research projects, independently and in collaboration with other scientists; specify and test hypotheses related to the VA's health care delivery system, and provide guidance in advancing the body of knowledge in the HSR&D field. The designated activities require a thorough grasp of advanced research design and statistical techniques, and an ability to select and adapt analytic approaches from a variety of theoretical perspectives to complex and previously undefined health services research issues.

Qualifications:

BASIC EDUCATION REQUIREMENT FOR ALL GRADES- You must first meet the Basic Education Requirement. (Must provide transcripts)

BASIC EDUCATION REQUIREMENT: Must possess successful completion of a full 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements related to the health sciences or allied sciences appropriate to the work of this position. (The number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study). (TRANSCRIPT REQUIRED)

SPECIALIZED EXPERIENCE REQUIREMENT: In addition to meeting the basic education requirement, you must also possess Specialized Experience to qualify for this position as described below.

GS-13 EXPERIENCE: Must possess at least one (1) full year of Specialized Experience that equipped you with the knowledge, skill and ability to successfully perform the duties of this position, and that is typically related to the work of the position. This specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service. Specialized Experience includes: performs statistical analysis of outcomes data related to the areas of pharmacovigilance, data mining, pharmacoepidemiology, progression and outcomes of diabetes, and integration of national administrative and registry data; supervises, trains and provides guidance to individuals in a health services research environment; independently applies extensive knowledge of grant requirements, agency policies for grant application, and knowledge of alternative sources of funding; authors healthcare research articles of technical merit published in peer-reviewed professional journals; and presents both invited and contributed papers at recognized professional associations. NOTE: Evidence of specialized experience, which demonstrates that you possess the knowledge, skills, and ability to perform the duties of the position, must be supported by detailed documentation of duties performed in positions held. WHAT HAPPENS NEXT?

Your resume and supporting documentation will be compared to your responses to the Assessment Questionnaire.  The questionnaire is designed to capture the desired knowledge, skills, and abilities for this position.  The evaluation you receive is based on your responses to the questionnaire and is a measure of the degree to which your background matches the knowledge, skills, and abilities required of this position.

If your application does not support your responses to the questionnaire, or if you are not able to provide verifying documentation, it may affect your evaluation or result in your name being removed from further consideration.

If you are eligible for veterans' preference, you will be given preference based on the documentation you submit.  Please see the "Veterans Information" section of this announcement for details.

This office will not contact you to discuss missing or illegible documents. 

Once your qualifications have been evaluated, your application will be assigned a numeric score.  Candidates will be ranked in score order with appropriate points added for veterans' preference. 

An ELECTRONIC NOTIFICATION LETTER will be sent to applicants who provide an e-mail address.  If you do not provide an e-mail address, you will receive a notification letter via the U.S. Postal Service.  Normal processing time is 4 - 6 weeks.  This office is responsible for initial evaluation ONLY.  Facilities are responsible for contacting eligible applicants thereafter.
