Selection from this announcement will be used to fill seasonal full-time positions in various duty locations in Grand Canyon National Park:  Canyon District, South Rim, River District, Desert View Sub-District, and on the North Rim.  Please make your preference selection in the questionnaire.

The South Rim district of Grand Canyon National Park located in Northwest Arizona, approximately 60 miles north of Williams and 85 miles Northwest of Flagstaff at an elevation of 7,000 feet.   Temperatures range from approximately 85 degrees in the summer to 17 degrees in the winter.   Grand Canyon Village has schools K-12, a daycare center, post office, general store, banking facilities, churches, a recreation center, a clinic with resident physicians and several restaurants.   The park community consists of some 2,000 people, including employees of the NPS and concessionaires and their family members.   There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work.   Complete shopping, educational, medical and professional services are available in Williams and Flagstaff.   Recreational opportunities include hiking, river rafting, fishing, cross-country and downhill skiing, and golfing in nearby communities.  

The Canyon District is located within the canyon.   This area comprises much of the 1.2 million acres that make up the park.   Below the rim areas include rugged backcountry with few human visitors, threshold areas with designated camping and corridor areas with high visitation and a lot of infrastructure.   Elevations range from 8000 feet to 2000 feet, with temperatures from -5 degrees F in the winter to 120 degrees F in the canyon bottoms, in the summer.   Although the infrastructure is impressive in the corridor, much of this district has no water, power or consistent communication.   The Canyon District is mostly wild and hard to get to.   Rangers who work below the rim have a modified work schedule to accommodate their assignments and often live on the south rim of the canyon during days off.

Desert View is located on the East Rim of Grand Canyon National Park located in northwest Arizona approximately 83 miles north of Williams and 82 miles northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 85 degrees in the summer to about 17 degrees in winter. Desert view has a general store and a gas station (open seasonally). Approximately 28 miles West is Grand Canyon Village which has school from K-12, daycare facilities, post office, banking facilities, general store, and a medical clinic with resident physicians, churches and various restaurants. Complete shopping, education, medical, and professional services are located in Flagstaff and Williams. 

The North Rim of Grand Canyon National Park receives approximately 400,000 visitors between Mary 15 and November 15 each year. The North Rim District of Grand canyon National Park is a remote location, 215 miles from Grand Canyon Village (4 hours by car). Elevation is 8000 feet, with temperatures ranging from -5 degrees in the winter to the mid 80's in the summer. During summer months, concession facilities are available, such as a restaurant, a small market, post office, cabins and gas station. No schools are available near the North Rim. The nearest established communities with a full range of service are Fredonia, Arizona and Kanab, Utah 80 miles to the north. During the winter months, access to the North Rim is available by a 45 mile snowmobile trip each way to/from Jacob Lake, AZ or a 20 mile hike to Grand Canyon village on the South Rim.  

This is a temporary appointment not to exceed 1039 hours. The length of this appointment may be shortened or extended depending on work availability and funding. This announcement will be used to fill the Park Ranger (P), GS-0025-05 or 07 positions in Grand Canyon National Park. Position is subject to shift rotation, evening, weekend and holiday work.

The incumbent is responsible for performing law enforcement duties including detection, investigation, apprehension, detention, and prosecution under the provisions of applicable laws, rules and regulations enacted to insure the protection and safe use of National Park resources. This position provides physical security, performs investigations and patrols both front and backcountry areas. Patrols will be performed by vehicle (including snowmobile), foot, skis, or snowshoes depending on the amount of snow cover. Incidents may include a full range of emergency services, including EMS at a minimal first responder level, SAR, or structural fire suppression. These positions ensure the appropriate enforcement to protect park natural, cultural, historical, and human resources. Service as part of a small, active ranger work group in which good communication skills, a strong work ethic and team approach are critical to operations.

Working Conditions:

Work is performed outdoors, often under adverse weather conditions.

Work requires frequent bending, stooping, walking, standing, climbing and working in cramped positions.

Work requires prolonged standing on concrete floors and walking over rough and uneven terrain.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

To be eligible for this position, you must possess the qualifying specialized experience and education as described in the Occupational/Assessment Questions section. All qualification requirements must be met by the closing date of this announcement, Saturday, June 19, 2010. FOR THE GS-05:  You must possess one year of specialized experience equivalent to at least the GS-04 grade level of difficulty and responsibility or 4 year course of study high school leading to a bachelor's degree with 24 semester hours of related course work or combination of experience and education.

 

GS-7: You must possess one year of specialized experience equivalent to at least the GS-5 grade level of difficulty and responsibility or 1 full academic year of graduate (18 semester hours) education related to the occupation or combination of experience and education.

 

 

SPECIALIZED EXPERIENCE: Experience that demonstrated the knowledge, skills, and abilities necessary to perform successfully the duties of the position to be filled. Experience may have been in technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park-related work. Examples of qualifying specialized experience include, but are not limited to, the following:

 

*Park guide or tour leader.

*Law enforcement or investigative work.

*Archaeological or historical preservation research work.

*Forestry and/or fire management work in a park, recreation, or conservation area. *Management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations.

 

The Knowledge, Skills and Abilities you will be rated on are:

 

1. Experience in First Responder, Search and Rescue, Structural Fire, and Incident Command system.

 2. Knowledge of law enforcement procedures and experience in law enforcement tactics and investigatory processes.

3. Ability to patrol using skis or snowshoes; and operate a snowmobile in a winter environment. Knowledge of winter survival skills. (winter seasonal job)

4. Ability in using communication as a necessary component to achieve success. Experience in positions where teamwork was emphasized and encouraged.

Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation.  Full-time work is generally considered to be 35 to 50 hours of work per week.  Part-time experience will be credited on the basis of time actually spent in appropriate activities.  Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. 

 

THIS ANNOUNCEMENT HAS A MANDATORY SELECTIVE PLACEMENT FACTOR OF A LAW ENFORCEMENT COMMISSION: To be eligible, you must possess a current and valid NPS Type II Law Enforcement Commission or have completed training from an accredited institution which provided at least 334 class hours of approved NPS law enforcement training.  There are a variety of schools and academies that offer the approved training and certification to become eligible to receive an NPS Type II Law Enforcement Commission, upon meeting other employment requirements such as medical screening, physical efficiency battery, drug testing, and a background investigation.  You must submit proof of your Level II Commission or your training with your application to receive consideration.  Failure to do so will result in an ineligible rating.

 

 

SELECTIVE FACTOR (SCREENOUT ELEMENT): LAW ENFORCEMENT COMMISSION.

Applicants must meet one or more of the following criteria to be considered for this position:


  • Current possession of a valid NPS Type I or II Law Enforcement Commission.

  • Previous possession (within the past three years) of a NPS Type I or II Law Enforcement Commission.

  • Completion within the past three years of a NPS approved Seasonal Law Enforcement Training Program (SLETP). NOTE: This is not regular police officer training. Please visit http://www.anpr.org/academies.htm for additional information on schools and academies that offer the training required to be eligible for an NPS Type II Law Enforcement Commission.

  • Current enrollment in a NPS approved SLETP.

A commission may be issued to individuals with a break in commissioned service of less than three years provided training requirements are met and appropriate employment requirements are completed.

Applicants must certify in their supporting documents the possession of at least one of the above criteria.

Undergraduate and Graduate Education: Major study--natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled.

Combination of Education and Experience: Have a combination of experience and education of the types described above which when combined equals to 100% of the total specialized experience for this position.

AGE REQUIREMENTS: The minimum age requirement for public safety positions requires applicants to be at least 21 years of age.

 

FIREARMS: You will be required to maintain firearm proficiency and carry a firearm and while performing duties of this position.

 

DRUG TESTING: Position subject to drug testing, including pre-employment and random testing thereafter during course of employment. In accordance with Executive Order 12564, if you are selected for this position you will be required to submit to urinalysis to screen for illegal drug use and receive a negative drug test result prior to appointment.

 

PRE-EMPLOYMENT PHYSICAL: Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician.

 

PHYSICAL EFFICIENCY BATTERY (PEB) FOR LEVEL II COMMISSIONED EMPLOYEES: You shall be physically able to perform efficiently, rigorous duties and will be required to participate in a Physical Efficiency Battery (PEB) screening annually. You must have completed and passed the PEB within the last six months if you are a Level II commissioned employee.

 

UNIFORM: Must wear the NPS uniform including PPE (body armor) and law enforcement equipment

 

DRIVERS LICENSE:  You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued drivers license that is current and has not been revoked, suspended, canceled or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid state issued drivers license prior to your first official motor vehicle operation, and again every year or more frequently if management determines such need exists.

 

PHYSICAL DEMANDS:  The work requires regular and recurring physical exertion such as long periods of standing, walking, driving, bending, etc.  On a regular and recurring basis, requires considerable and strenuous physical exertion such as climbing, hiking and lifting heavy objects.  Work may be performed on uneven, steep, rough, slippery, and/or rugged terrain. 

 

BACKGROUND SECURITY INVESTIGATION:  This is a critical-sensitive position; the tentative selectee(s) must undergo and successfully complete a background security investigation as a condition of placement/retention in the position.  It will be required for all new hires, as well as, current Federal employees who are not currently covered by a satisfactorily adjudicated Federal background investigation commensurate with the national security, public trust, and/or non-sensitive position sensitivity designation of this position.  Failure to successfully meet this requirement will be grounds for not hiring you.  This may be a lengthy (a few to several months) process.

 

PRIOR CONVICTIONS: You must be free of any domestic violence convictions. If you have ever been convicted of a misdemeanor crime of domestic violence, it is a felony for you to possess any firearm or ammunition. As a condition of employment, you are required to carry weapons and ammunition as a part of your official duties. Therefore, an individual with a conviction of a misdemeanor crime of domestic violence will not be eligible for this position.

 

WILDLAND FIRE RED CARD: These positions require you possess or be able to successfully complete Wildland Fire training and be able to maintain a current certification.  Must be able to successfully complete S130/190 and maintain a wildland fire red card. Please provide a copy of your certification (wildland fire red card) if you currently possess one.

EMERGENCY MEDICAL SERVICES CERTIFICATION: You must possess or be able to successfully complete First Responder Certification training.  Please provide a copy of your certification(s) if you currently possess any (i.e. Standard First Aid, CPR, EMT, etc.).

5-POINT PREFERENCE. A 5-point preference is granted to veterans who entered the military service prior to October 15, 1976, or who served in a military action for which they received a Campaign Badge or Expeditionary Medal, including the award of the Armed Forces Expeditionary Medal for service in Bosnia during Operation Joint Endeavor, November 20, 1995 - December 20, 1996, and Operation Joint Guard, December 20, 1996 - to be determined.

 

A 5-point preference is also granted to veterans who served on active duty during the Gulf War from August 2, 1990 through January 2, 1992. The law grants preference to anyone who is otherwise eligible and who served on active duty during this period regardless of where the person served or for how long. "Otherwise eligible" means that the person must have been released from the service under honorable conditions and must have served a minimum of two years on active duty, or if a Reservist, must have served the full period for which called to active duty. All qualified candidates will be placed in an inventory that Grand Canyon National Park may use to fill current and future GS-7 and/or GS-5 Seasonal Park Ranger (Protection) positions. Candidates will be eligible for employment consideration for 12 months from the date their application is processed. If you come within reach of a certificate in one of the geographic locations that you have selected, a review of your application documents will be made to ensure you meet the job requirements and the documentation you submitted in your resume to support your responses. Applicants that are found qualified maybe referred to the hiring official for consideration.
