This position is located in the Acquisition and Property Division (APD), Administrative and Financial Management (AFM).  The function of the Division is to provide functional leadership, technical direction, and policy guidance for the Agency's contracting and purchasing programs.  The Division is also responsible for providing operational contracting support for ARS nationwide for supply, equipment, and service contracting requirements in excess of the contract authority delegated to the Areas' total contracting and purchasing support for ARS headquarters, National Agricultural Library (NAL), and the AFM Division.

The incumbent is responsible for the development and monitoring of the Agency's policies and programs for the management of acquisition and supply functions in ARS and for providing staff analysis, policy development, and advice in the acquisition function of equipment, supplies, materials, and services.
