This is an entry, intermediate or journeyman level engineering psychologist position at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). NSWCDD is the Navy's principal research, development, test and evaluation laboratory for surface ship combat systems, ordnance, mines, and strategic systems support.
The Dahlgren Division has multiple research and development vacancies for scientists and engineers. Exciting opportunities exist in the following areas: infrastructure vulnerability, chem-bio defense systems, asymmetric weapons, surface ship combat systems architecture, systems engineering, war fighting assessment, combat systems, battle group interoperability, electromagnetic mission assurance, strategic warfare systems, strike warfare systems, surface launched weapons systems, ship self defense, force systems architecture, underwater weapons, mines, amphibious warfare, sensor systems, and electromagnetic systems.
Qualifications Required: Applicants must meet the following qualification requirements as modified from the Office of Personnel Management Qualifications Standard Manual:
For the ND-02 (entry) level: A bachelor's or higher degree in psychology from an accredited university is required.
For the ND-03 (intermediate) level: A bachelor's degree in psychology and one year of specialized professional engineering psychologist experience is required. This year of specialized experience must have been in engineering psychology applications to warfare systems. A master's or PhD degree in engineering psychology may be substituted for the year of professional experience. Advanced degrees in other areas of psychology are not acceptable.
For the ND-04 (journeyman) level: A bachelor's or advanced degree as described above and one year of specialized professional engineering psychologist experience at the intermediate level is required. This year of specialized professional experience must have been in the independent completion of engineering psychology applications to warfare systems.
In addition, applicants must meet Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements. Applicants not certified may still apply and be selected, but must achieve certification within 24 months of appointment. ND-02 applicants must be certified at the basic level; ND-03, at the intermediate level, and ND-04, at the senior level. Certification requires specific coursework from the Defense Acquisition University and meeting continuing education requirements every two years.
Applicants already in the acquisition workforce must indicate on their resume their targeted DAWIA career field and their level of DAWIA certification.
Applicants will be evaluated on their potential to develop as professional scientists. This will include an assessment of leadership and communication abilities, a review of coursework and grades and, when appropriate, a personal interview.
Applicants with professional experience will also be evaluated on the extent to which they possess one of the knowledge areas below. It is strongly recommended such applicants specifically address one of these knowledge areas in their cover letter. When describing this knowledge, give examples and explain the complexity of the work, the level of people interacted with and the sensitivity of the issues handled. Applicants with education only need not address one of these areas.
Knowledge areas:
1. Knowledge of surface launched weapons systems, ship self defense, underwater weapons, mines and amphibious warfare.
2. Knowledge of strategic and strike warfare systems.
3. Knowledge of sensor systems, electromagnetic systems and electromagnetic mission assurance.
4. Knowledge of surface ship combat systems architecture development, systems engineering, war fighting assessment, combat systems, battle group interoperability or force systems architecture.
5. Knowledge of infrastructure vulnerability, chem-bio defense systems and asymmetric weapons.

Annuitant Information: Former Civil Service employees receiving a retirement annuity from the Civil Service Retirement Systems (CSRS) or the Federal Employee Retirement System (FERS) can only be reemployed by the Department of Defense in positions that meet certain critical criteria. This position does not meet that criteria. Therefore, annuitants are not included in the area of consideration, even though they are US citizens.
Competitive Status - Candidates with competitive status will be considered only as merit staffing candidates unless two application packages are submitted.
Multiple Bands - Applicants will be considered only for the highest band for which they qualify. Applicants who also wish to be considered for lower bands must specify the lowest acceptable band in their resume or cover letter.
Current or Former Federal Employees - must also submit a copy of a SF50, Notification of Personnel Action, showing competitive status and a copy of the most recent annual performance appraisal or a statement confirming performance was rated "Acceptable".
Interagency Career Transition Program (ICTAP) - Applicants claiming special selection priority under the ICTAP must submit a copy of the separation notice or other qualifying document indicating displaced or surplus status. Additionally, applicants must submit a statement that priority is requested for this vacancy and that no previous offer of a position in Navy in this commuting area has been declined. Finally, applicants must submit a copy of a SF50, Notification of Personnel Action, showing the grade and full performance level of the position from which separated. Applicants must be well qualified in order to receive selection priority. "Well qualified" includes applicants who possess knowledge and abilities which clearly exceed the minimum qualification requirements for the position.
Military Spouse Preference - Applicants claiming military spouse preference must submit a copy of the sponsor's permanent change of station orders showing the spouse as an authorized dependent, together with a statement that spouse preference is requested for this vacancy and has not previously been used to obtain a position in this commuting area.
Veteran's Preference - Veterans who served on active duty in the U.S. Armed Forces and were separated under honorable conditions may be eligible for veterans' preference. Applicants claiming veteran's preference must submit a copy of the DD214, Report of Separation from Active Duty. Conditions of Employment:

Travel will be required, including at sea and international.
Only US citizens can be appointed. Applicants who have dual citizenship with the United States and any other country cannot be appointed. Applicants with dual citizenship must renounce their citizenship in the foreign country prior to appointment.
Positions will require either a secret or top secret clearance. Your appointment and continued employment is contingent upon your ability to obtain and maintain a security clearance, including a command granted interim clearance. In addition, for top secret positions, you will be required to pass a drug test prior to appointment and will be subject to random drug testing throughout employment.
This position has a full performance level of ND-04. Those appointed at the ND-02 or ND-03 may be noncompetitively promoted after meeting all regulatory requirements and upon the recommendation of management. Promotion is neither implied nor guaranteed.
