JOB SUMMARY:

This position is located in the U.S. Department of Justice, Office
of the Inspector General, Oversight and Review Division. The Department
of Justice is the Nation's top law enforcement agency and is ranked by

Work in the federal government! The Department of Justice (DOJ) Office
of the Inspector General (OIG) is one of the premier federal inspector
general offices with a prestigious team of professionals. The OIG
performs audits, evaluations, investigations, and special reviews of
the personnel and programs of all DOJ components including the Federal
Bureau of Investigation (FBI), Drug Enforcement Administration (DEA),
Federal Bureau of Prisons (BOP), U.S. Marshals Service (USMS), Bureau of Alcohol, Tobacco, Firearms and Explosives
(ATF), and the U.S. Attorneys' Offices (USAO). The OIG offers
successful candidates an opportunity to make a difference by providing

within the OIG, this position will afford the successful candidate an
opportunity to join a multi-disciplinary group of employees who conduct
reviews and special investigations across DOJ components. O&R
blends the skills of attorneys, investigators, program analysts, and
paralegal specialists to review DOJ programs and investigate sensitive
allegations involving DOJ employees and operations. These reviews
and investigations are often undertaken at the request of congressional
committees and DOJ's senior management. Recent reviews conducted by
O&R include investigations of DOJ's involvement with the President's Surveillance Program; a review of the FBI's involvement in detainee interrogations in Guantanamo Bay, Afghanistan, and Iraq; and investigations into allegations of misconduct by senior DOJ officials.

The Oversight and Review Division (O&R) Attorney-Advisor leads
teams of attorneys, investigators, and program analysts in reviewing
Department programs and investigating sensitive allegations involving
Department employees and programs. These reviews and investigations are
often undertaken at the request of the Attorney General or
congressional committees. O&R reviews over the years have independently and objectively examined some of the most complex issues facing the Department of Justice, such as reviews of the FBI's handling of the Aldrich Ames and Robert Hanssen espionage cases; the FBI's handling of intelligence information related to the September 11, 2001, terrorist attacks; the FBI's involvement in detainee interrogations at Guantanamo; the misuse of national security letters; allegations of politicized hiring and firing in the Department; and most recently DOJ's involvement with the President's Surveillance Program.  O&R also investigates allegations of misconduct by senior Department of
Justice officials. The duties of the O&R Attorney-Advisor include:
planning, organizing, and conducting investigations regarding a wide
variety of allegations; compiling and analyzing documents and
testimony; interviewing witnesses and subjects; preparing memoranda of
interviews and reports of investigation; and making recommendations for
policy changes, administrative action, or criminal prosecution. Many of
O&R's investigations involve document intensive reviews. The
Attorney-Advisor should be proficient in analyzing complex allegations
and producing clear and thorough written work.  Prior criminal prosecutive experience is desired.



Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

You must have one year of specialized experience at a level close to
the work of this job that has given you the particular knowledge,
skills, and abilities required to successfully perform. Typically we
would find this experience in work within this field or a field that is
closely related.

Examples of specialized experience can be found in such work as
providing expert legal advice and counsel, proper completion and filing
of legal documents in matters or cases under review by appropriate legal
authority, coordinating task forces and committees in the development
of assigned responsibilities, or the ability to personally handle cases
involving sensitive or highly visible issues that may contain facts which are
difficult to develop and prove or matters of a precedent-setting nature.


Specialized Education:
You must be a graduate from a law school accredited by the American Bar Association and be a member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.
You must be a U.S. citizen to qualify for this position.

After appointment, you will be subject to random testing for illegal drug use.

You will need to successfully complete a background security investigation before you can be appointed into this position.

You will be required to make occasional travel.

HOW YOU WILL BE EVALUATED:


You will be evaluated to determine if you meet the minimum
qualifications required, and on the extent to which your application
shows that you possess the knowledge, skills, and abilities (KSA)
associated with this position as defined below. All applicants must
address the KSAs individually in a written narrative format. When
describing your knowledge, skills, and abilities, please be sure to
give examples and explain how often you used these skills, the
complexity of the knowledge you possessed, the level of the people you
interacted with, the sensitivity of the issues you handled, etc.

    research and present the results in a clear, precise, and persuasive
    manner.

  3. Demonstrated ability to understand, interpret, and apply
    substantive law and the ability to assimilate technical subject
    matters, define issues, and analyze and evaluate evidence.

  4. Demonstrated ability to express oneself orally in a manner
    that is clear, concise, and understandable, and to elicit facts during
    interviews of subjects and witnesses.

  5. Demonstrated ability to write clear, concise, and convincing reports.
