The incumbent serves as Superintendent of the Gettysburg National Military Park, Eisenhower National  Historic Site and the Gettysburg National Cemetery, three distinct and nationally significant cultural sites located in Gettysburg, Pennsylvania. The incumbent manages the three sites with total delegated responsibility for park operations, planning and development, land acquisition, public relations, budget and programming, and program evaluation. Park resources are of vital interest to tourism, business, and political officials in the area. Additionally, because of Gettysburg's stature as the preeminent Civil War battlefield resource in the country, it has the interest of the battlefield preservation community worldwide.

AREA INFORMATION: 



 Centrally located in Southern Pennsylvania, Gettysburg is 52 miles from Baltimore, 90 miles from Washington, DC and 102 miles from Philadelphia. The main thoroughfare is US Route 30 (The Lincoln Highway) which was the first trans­continental highway. Although known primarily for its proximity to the battlefield, the borough of Gettysburg which has approximately 7500 residents is also known for its institutions of higher learning.



Travel, transportation and relocation expenses will be paid if the person selected is from outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations.

Major Duties:

The Superintendent is responsible for the normal mission and support functions associated with the park, including law enforcement and investigations, structural fire prevention and suppression, search and rescue, emergency medical services, concessions operations, and special park services; interpretation, special events and related visitor services; construction and maintenance; and contracting, procurement, property management, personnel management and budget and financial management. Monitors and evaluates the operating efficiencies and effectiveness of all park programs in the accomplishment of park goals and objectives and gives direction as necessary for changes needed for improvement. Responsible for assuring that all operational programs and activities are planned and accomplished with consideration for resource management and protection and that they are consistent with established management objectives. Responsible for long range planning and the establishment of strategic plans and short and long range objectives, goals and standards of operation. Responsible for ensuring equal opportunity in all facets of personnel management and the health and safety of all employees.



Qualifications:

GS-14: Applicants must possess one year of specialized experience equivalent to the next lower level (GS-13) in the Federal service.

GS-15: Applicants must possess one year of specialized experience equivalent to the next lower level (GS-14) in the Federal service.



Specialized experience is defined as experience that demonstrates the knowledge, skills, and abilities (KSA's) necessary to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Examples of Specialized Experience:  In-depth experience directing and managing or providing substantial specialized service in a park or similar park and land unit programs in natural and/or cultural resource management, concessions and land management, recreation management, interpretation, law enforcement involving the protection of natural or cultural resources, all aspects of administration, construction and maintenance, or other related work that demonstrates comprehensive knowledge in park management and the ability to manage park programs.

Time-in-Grade Requirements: In addition to meeting the qualification requirements, internal applicants must have completed 52 weeks at the GS-13 for the GS-14 level and must have completed 52 weeks at the GS-14 for the GS-15 level.

Time-After-Competitive Appointment Requirements: An applicant must have served at least 90 days after his/her latest career or career-conditional appointment from a competitive register.

Applicants must meet qualification and time-in-grade requirements as of the closing date of the announcement period.


You must be a U.S. citizen to qualify for this position.

You will need to successfully complete a background security investigation before you can be appointed into this position.

You will be required to travel frequently.

This is a managerial position. If appointed to this position, you must serve a one year managerial probation period, unless you have already completed one as a manager.

As a condition of employment, male applicants born after December 31, 1959, must certify that they have registered with the Selective Service System, or are exempt from having to do so under Selective Service law.

Individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP), or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration special priority selection.  CTAP and ICTAP eligibles will be considered well qualified if he/she meets the satisfactory level (level 2) of the crediting plan or rating guide used in evaluating candidates for this position. A valid state driver's license is required in order to perform the duties of the position. Incumbent must possess and maintain a valid state driver's license.

A background security investigation will be required for all new hires and    Federal employees whose background security investigation cannot be verified.  If you are selected for Federal employment, you may be required to fill out a Declaration for Federal Employment, OF-306 form, prior to being appointed to determine your suitability for Federal employment and to authorize a background investigation.    Failing to answer all questions truthfully and completely or providing false statement on your application may be grounds for not hiring you or terminating you after you begin work.  Also, you may be punished by fine or imprisonment. Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450, prior to entering on duty and annually thereafter.

Incumbent will be required to wear an official U.S. National Park Service uniform.  A uniform allowance is provided to help defray the cost.
