Washington Headquarters Services was established as a Department of Defense Field Activity on October 1, 1977, as part of a DoD headquarters streamlining initiative. Approximately 1,200 civilian and military employees as well as contract staff are organized into 11 directorates and offices. WHS personnel contribute to the mission of our Defense customers by managing DoD-wide programs and operations for the Pentagon Reservation and DoD leased facilities in the National Capital Region. WHS is organizationally aligned under the Director of Administration and Management for the Office of the Secretary of Defense.
This position is located in the Human Resources Directorate, Washington Headquarters Services. The Directorate performs human resources, personnel security management, and voluntary campaigns management (e.g., combined federal campaign) functions in direct support of the Office of the Secretary, Washington Headquarters Services, and other Defense Agencies and DoD Field Activities. Serves as the Assistant Director for the Executive and Political Personnel (EPP) with full technical responsibility for the formulation, administration, and operation of the Office of the Secretary of Defense (OSD), Office of the Joint Chiefs of Staff (OJCS) and Defense Agency Senior Executive Service (SES) Program as well as the resource, position and staffing for Senior Level (SL) and Scientific and Professional (ST) employment; and certain other programs (e.g., Highly Qualified Experts, Consultants, and Experts, Schedule C appointments, and Intergovernmental Personnel Act. Serves as the program manager for the executive personnel management program (including SES, ST, SL and equivalent) in OSD, its field activities, OJCS, and the Defense Agencies with full technical responsibility for the formulation, administration, and operation of the “Fourth Estate” program . Plans, develops, coordinates, directs and evaluates the OSD executive personnel program. This includes: developing, coordinating and issuing regulatory, policy, program and procedural guidance; developing and implementing plans and programs for staffing executive positions; reviewing and evaluating executive resource forecasts, plans and programs, and recommending appropriate action to the Director of Administration and Management; and developing recommendations and implementing changes for program improvements. Provides final technical review of actions submitted for approval including position establishments, appointments, pay determinations, SES performance evaluations and bonuses, and other similar personnel actions. Serves as the principal point of contact with the Defense Agencies, the Office of the Deputy Under Secretary of Defense (Civilian Personnel Policy) (ODUSD(CPP)), and the Office of Personnel Management (OPM) in all phases of the executive personnel program, including position planning and resource utilization, staffing and recruitment, pay, SES performance appraisals and bonuses, and rank awards. Represents the directorate and the "Fourth Estate" in consultations with ODUSD(CPP) and OPM in all matters including operations of the Executive Resources Boards and associated committees (e.g., Merit Staffing Committee) and the Performance Review Board. Serves as the manager of the personnel programs specific to the employment, compensation and benefits of Highly Qualified Experts and consultants and experts, through provision of authoritative advice and assistance to management on the use of such appointment authorities. Provides leadership and direction on the staffing of special boards, commissions, and committees, whether mandated by Congressional, White House, or SecDef direction. Performs full range of human resources management functions in directing a staff of approximately 14 including specialists and support staff.

You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level or pay band that has equipped you with the necessary knowledge, skills and abilities to perform successfully the duties of the position shown above. The creditable specialized experience is:
Experience in the executive resource allocation process, pay for performance, executive staffing, and special appointment authorities.
Knowledges, skills, and abilities that are needed to perform the duties of this position are:
1. Knowledge of a wide range of human resources management theories, concepts and principles and skill in assessing the laws, rules, regulations, and processes involved in executive resources and special appointing authorities.
2. Ability to incorporate diverse needs and interests into relevant recommendations on executive resource allocation processes, pay for performance, executive staffing, and special appointing authorities such as Highly Qualified Expert, consultant, and Intergovernmental Personnel Act.
3. Ability to develop written analyses and oral presentations to prepare policies; develop position papers, reports and policy guidance; and to present and defend findings, recommendations, and/or proposals.
4. Ability to plan, conduct and coordinate major policy analysis studies impacting OSD and Defense agency executive programs.
