JOB SUMMARY:
Transportation impacts every facet of American life, providing people access to work, school, loved ones, and nature's rich bounty. The Federal Railroad Administration promotes and enforces safety throughout the U.S. railroad system, rehabilitate the Northeast Corridor rail passenger services, consolidate Federal support for rail transportation, and support research and development for rail transportation for passengers, railroad employees and the general public.
This position is located in the Office of the Associate Administrator for Financial Management and Administration, Office of Acquisition and Grant Services. As the contract specialist, you will be responsible for the market research and solicitation of proposals, preparation and negotiation of contracts and grants, and the administration for a wide range of contractual or grant arrangements. Contract solicitations and awards may be initiated using various Federal Acquisition Regulations (FAR) procedures including; RAR Part 12 - Acquisition of Commercial Items; Part 13 - Simplified Acquisition Procedures; Part 15 - Contracting by Negotiation; and FAR Part 35 - Research and Development Contracting. The FRA uses many methods to procure its goods and services both competitive and sole sources, and provides excellent training opportunities.
The ideal candidate for this position will be able to perform the full range of acquisitions functions (pre-award and post-award) on medium to complex contracts, delivery and/or purchase order, and Inter and Intra-agency agreements. The employee issues solicitations, evaluates proposals, performs cost and price analysis, monitors contractor performance, negotiates contract modifications, and is responsible for contract closeout.
