This permanent full-time position is located in the Administration Division.  For more details about this position please refer to the major duties section of this vacancy announcement. 

Death Valley National Park is a 3.4-million acre park located in the northern Mojave Desert. Temperatures in Death Valley are spring-like from late September to March/April and hot (120+) and dry in summer. School for K-4 is located in the Cow Creek Housing area and K-12 is located in Shoshone, California (60 miles and bus available). Grocery shopping and medical services are located in Pahrump, NV (62 miles), major shopping and complete medical services are located in Las Vegas, NV (125 miles), Ridgecrest, CA (128 miles), or Bishop, CA (154 miles). All distances above are from Cow Creek housing area near Furnace Creek and 50 miles south of Scotty's Castle.  Recreation includes swimming, golf, tennis, volleyball, county library, camping, hiking, horseback riding, and 4-wheel drive and/or mountain biking over designated backcountry roads. TV and/or radio reception is dependent on employee purchase or rental of individual satellite dish; there is a single NPR station available locally. All park employees are encouraged to participate in structural fire and emergency medical (EMS) activities. Government housing  is limited but may be available on a bid system. Non government housing opportunities are also available in Amargosa Valley, Beatty and Pahrump, NV.



Key Requirements:


Major Duties:

Incumbent supports a variety of fiscal activities for all of Death Valley National Park and supports budget activities for the Division of Administration in Death Valley National Park under the supervision of the Budget Officer. 

Incumbent serves as the primary park Third Party Draft (TPD) agent and complies with all regulations, procedures, instructions, and policies governing the TPD program. Processes a variety of utility and miscellaneous accounts payable. Reconciles and reports monthly motorpool estimates in Excel.    

Incumbent serves as a park Collection Officer. Prepares and processes deposits in Access for administrative/miscellaneous receipts, bills of collection, concessions fees, special park use fees, reimbursables, and donations. Enters deposits into the Federal Finance System (FFS) or TGAnet, a web-based deposit system. Processes a variety of utility, housing, and miscellaneous accounts receivables. Tracks outstanding bills owed to the park for follow up. 

Incumbent serves as park Travel Coordinator. Provides guidance on Federal Travel Regulations (FTR).  Serves as the point of contact for GovTrip web-based computer program and travel reservation questions. Reviews travel vouchers parkwide for compliance with Federal Travel Regulations and NPS policy after acquiring appropriate documentation. Prepares Permanent Change of Station (PCS) authorizations/vouchers for approval. Responds to travel voucher audit requests.

Incumbent utilizes FFS to modify TPD accounts, record deposits and bills of collection, and enter motorpool and PCS obligations for the park.  Enters expense transfers, income transfers, obligations, and accruals in FFS for the park as directed.

Incumbent utilizes Administrative Financial System 3 (AFS3) to track, reconcile, and research account data. Enters and updates budget plans in AFS3 as per management guidance. Provides periodic status of funds to program managers. Downloads and prints budget reports from AFS3 and Document Direct reporting system for FFS. Utilizes Excel to organize and/or track and/or reconcile travel, TPDs, utilities, motorpool, deposits, bills of collection, invoices for payment, holding account and other program authorization balances, and other miscellaneous budget data.



Qualifications:

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.

GS-06:  You must have one year of specialized experience equivalent to at least the next lower grade level (GS-05) that has equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position.  Experience must have been in or related to the work.

Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation.  Full-time work is generally considered to be 35 to 40 hours of work per week.  Part-time experience will be credited on the basis of time actually spent in appropriate activities.  Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position, the number of hours a week spent in such employment and the starting and ending date of past work experience.

As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Education:  Successfully completed education 4 years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at GS-05 grade level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

Combining Education and Experience:  Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at GS-05 grade level.  Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

How You Will Be Evaluated:

KNOWLEDGE, SKILLS & ABILITIES:

KSA 1:  Knowledge, skill, and ability to use a variety of software programs and web-based programs to accomplish a variety of tasks in budget and finance.  This includes the use of word processing, spreadsheet, and database programs (i.e. Word, Excel, and Access) as well as budget, finance, and payment-related systems.

Examples of agency budget, finance, and payment-related systems accessed are AFS3 for budget formulation, execution, and reports, FFS for processing transactions, Document Direct for reports, GovTrip for travel payments, and TGAnet for deposits.

KSA 2:  Skill and ability to interpret and implement laws, regulations, policies, and other decisions and directives to provide advice and assistance to staff, recommend action, make consistent, proper payments, and to ensure fiscal compliance.

Examples of guidance are Federal Travel Regulations and agency travel policies (41CFR, NPS-31) to review travel payments, agency Third Party Draft Manual for check payments, agency Purchase Card guidance to make micropurchases, and agency Accounts Receivable, Debt Management, and Collections Procedures to collect, safeguard, and deposit Government funds.

KSA 3:  Knowledge of budget formulation, budget execution, and budget analysis.  Ability to track and reconcile a budget for multiple accounts to enter, update, extract, summarize, analyze, troubleshoot, and present budget data for a status of funds.

KSA 4:  Ability to manage multiple priorities while working under pressure.  Ability to effectively plan and organize work, to identify and solve problems, to apply sound judgment, and to adapt to changing conditions or requirements.

KSA 5: Ability to accomplish work assignments through effective oral and written communication with vendors, managers, and co-workers.  Ability to participate as an active, contributing member of an administrative work team, which exists to provide high quality customer service and support.

What To Expect Next:
