Job Title: Electronic Engineer

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) may have openings available for a variety of scientists and engineers to fill research and development positions in submarine weapon systems technology and systems development. Technical areas provide the foundation that enables the conceptualization, research, development, fielding, modernization, and maintenance of submarine systems to include sonar, combat control, electromagnetics, and undersea weaponry and launching devices.

Qualification Requirements: ND-2: A bachelor's or higher degree in engineering. ND-3: A master's or higher degree in engineering or, a bachelor's degree in the above field and one year of professional engineering experience equivalent in difficulty and complexity to the ND-2 level. ND-4: A PhD in engineering with research conducted in a field directly applicable to the research position being filled or, a bachelor's or master's degree in the above field and one year of professional engineering experience equivalent in difficulty and complexity to the ND-3 level.  Any degree must be from an ABET accredited institution.

ALL APPLICANTS MUST SUBMIT TRANSCRIPTS. Unofficial copies are acceptable. Applications will be accepted from students who will graduate within nine months of their application. Current students must submit as complete a transcript as possible.

Rating and Referral: Applicants will be continuously referred as positions become available.  Numerical ratings will be assigned to eligible applicants, who will be referred to the selecting official in groups of basically qualified, highly qualified, or superior.

Preference and Placement Priority: Preference eligibles or veteran's who have been separated from the armed forces under honorable conditions after 3 years or more of continuous active service may apply. Applicants claiming veteran's preference must submit a copy of the DD 214, Report of Separation from Active Duty, or must submit a statement specifying the type of discharge, dates of service and campaign badges received. Applicants claiming ten points veteran's preference must also submit a SF-15, Application for the 10-Point veteran's preference, together with the proof required by this form.

Applicants claiming military spouse preference must submit a copy of the sponsors permanent change of station orders showing the spouse an an authorized dependent, together with a statement that spouse preference is requested for this vacancy and has not previously been used to obtain a position in this commuting area.

Applicants claiming special selection priority under the Interagency Career Transition Assistance Plan (ICTAP) must submit a copy of the separation notice or other qualifying document indicating displaced or surplus status. Additionally, applicants must submit a statement that priority is requested for this vacancy and that no previous offer of a position in Navy in this commuting area has been declined. Finally, applicants must submit a copy of a SF-50, Notification of Personnel Action, showing the grade and full performance level of the position from which separated. Applicants must be well qualified in order to receive selection priority. “Well qualified” includes applicants who possess the knowledge, skills and abilities which clearly exceed the minimum qualification requirements for the position.

Additional Information for Candidates with Competitive Status: All status candidates, whether currently or formerly employed by the Federal service, will be considered through the merit staffing process, vice the delegated examining process described above. If candidates wish to be considered through both processes, two application packages must be submitted. Both current and former employees must submit a copy of a SF-50, Notification of Personnel Action, showing competitive status. Current Federal employees must also submit a copy of the most recent annual performance appraisal.

FOR ND-3/ND-4 LEVELS

Applicants qualifying on the basis of science or engineering experience at the ND-3 or ND-4 level MUST address the degree to which they possess one or more of the following knowledges, selecting one that is most directly related to their experience. Rating will be based on the degree to which the experience relates to one of these areas.

Applicants who do not address one of the following knowledges will lose consideration for positions with specialized experience requirements.  Applicants with no experience will be rated on the relevance of their course work to the mission of NUWCDIVNPT or other selecting activities.  These applicants need not address the knowledges below.

1. Knowledge of technologies associated with torpedo systems such as: guidance and control, signal processing, modeling, simulation, tactics, hardware and software systems engineering, thermal and electric propulsion, test equipment, payload, in-service engineering, etc.

2. Knowledge of technologies associated with submarine and surface ship launcher systems such as: structural analysis, hydrodynamics, underwater acoustics, shock/vibration, modeling, simulation, systems engineering/integration, prototyping, materials engineering, in-service engineering, etc.

3. Knowledge of technologies associated with submarine-launched tactical missiles and unmanned aerial vehicles such as: systems engineering/integration, hardware and software systems engineering, prototyping, production engineering, logistics engineering, simulators, test equipment, etc.

4. Knowledge of technologies associated with undersea weapons, unmanned underwater vehicles and submarine defensive systems such as: signal processing, guidance and control, underwater acoustics, rapid prototyping simulation-based design, systems engineering/integration, modeling, simulation, hydrodynamics, ocean physics, thermal and electric propulsion, structural mechanics, materials science, electro-chemistry, non-acoustics, software engineering, etc.

5. Knowledge of computer technologies associated with undersea warfare system such as: artificial intelligence, computer architectures, computer simulation, databases, information processing, network engineering, neural networks, parallel processing, virtual reality, etc.

6. Knowledge of technologies associated with submarine and surface ship sonar systems such as: acoustics, signal processing, arrays (hull & towed), transducers, etc.

7. Knowledge of technologies associated with submarine electromagnetic system such as: communications, antennas, electro-optics, electronic warfare, etc.

8. Knowledge of technologies associated with submarine combat control system such as: software engineering, computer architecture, information processing and management, simulation, targeting, weapon guidance, computer technology, etc.

9. Knowledge of technologies associated with undersea range development and operation such as: at-sea warfare systems performance measurement and evaluation, range sensor development and testing, etc.

10. Knowledge of technologies associated with warfare analysis such as: high fidelity modeling/simulation, platform and multi platform analysis, fleet and intelligence liaison.
