This is an Open Continuous Announcement which will establish an inventory of applicants interested in a career as a Human Resources Specialist (GS-201-13/14) with U.S. Customs and Border Protection. This applicant inventory will be used to fill positions as they occur in the Office of Human Resources Management.

Applicants are encouraged to apply early in order to maximize their employment opportunities. You must meet the qualification requirements at the time of application. Your eligibility will last for six months from the submission of your application. You will serve as a human resources expert within one or more of the following disciplines: Employee Benefits, Human Resources Development, Labor and/or Employee Relations, Policy, Workforce Planning, Compensation, Performance Management, Classification, Retirement, Executive Services, Recruitment and Placement.  You will provide the full range of HR advisory services to top management officials to support them in planning, developing, organizing, and managing resources.  You will serve as an advocate, facilitator and policy expert on HR issues with the Department of Homeland Security, the Office of Personnel Management, and with working groups in other Federal agencies.  You will plan, develop, implement and evaluate strategic plans, policies, priorities and initiatives relative to Human Capital and interprets regulations on complex HR issues.  You will serve as program manager/policy expert in support of assigned Human Capital Programs, policies and special initiatives.  You will support management’s goals agency-wide to interpret, implement and provide advisory services on current human capital management HR programs; to improve the delivery of human resources information; and to identify, attract and retain a high-quality and diverse workforce. 

 

In addition, you will analyze and solve particularly complex and sensitive issues where policy decisions and guidance may have an impact throughout the agency.  You will also advise on accepted principles and rules of judgment in analyzing contentious and complex individual positions and organization structures.  You will develop strategic human resource plans and functions as a senior consultant in supporting management officials in designing and planning a future workforce that is responsive to dynamic changes in mission and business practices.



Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

GS-13: I have at least 1 year of experience equivalent to the GS-12 level. This experience includes: serving as a Human Resources specialist or consultant responsible for handling difficult issues surrounding advice and assistance to employees and managers; and maintaining and interpreting HR information regarding developments, trends, regulations and legal decisions affecting HR programs and services.

GS-14: You qualify at the GS-14 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-13 grade level. Examples include providing expert guidance, direction, and support on human resources issues; conducting studies to develop new requirements in program operations, legislation and agency regulations; and evaluate pertinent legislation on new or revised policies or directives from Office of Personnel Management.

 

In addition to the basic qualification requirements, some positions filled from this announcement may require knowledge of a specific HR discipline.  Please ensure you complete the special placement factor questions related to your HR background and experience.

Classification:  Applicant must have experience in conducting position evaluation,
determining position title, pay plan, occupational series, and appropriate grade
levels for a variety of position and provide advice and guidance on position and
organizational design.

Compensation:  Applicant must have experience in analyzing, interpreting,
developing and/or implementing laws, regulations, policies, and/or guidance
involving pay and/or leave administration and advising management on the use of
compensation flexibilities to help recruit, manage and retain employees.

Recruitment & Placement:  Applicant must have experience in recruiting,
examining, selecting and placing employees; performing job analysis; workforce
planning and analysis; and advising management in identifying, attracting,
retaining a high-quality and diverse workforce. 

Employee Benefits:  Applicant must have experience in providing guidance and
consultation to employees, former employees, annuitants, survivors, and eligible
family members regarding retirement, insurance, health benefits, and injury
compensation.

Performance Management:  Applicant must have experience in assisting
managers and supervisors in establishing, maintaining, and monitoring effective
performance management programs to plan, monitor, develop, rate, and reward
employee performance, and services that support formal and informal award
programs to provide employee incentives and recognition. 

Employee Relations:  Applicant must have experience in providing advice and
assistance to employees and managers, program administration, research, and case
management in matters related to conduct, performance, attendance, and dispute
resolution.

Labor Relations:  Applicant must have experience in establishing and
maintaining effective working relationships with labor organizations that
represent employees, negotiating and administering labor agreements, and
providing guidance and consultation to management on a variety of labor
relations matters.  

Labor and/or Employee Relations:  Applicant must have experience in establishing
and maintaining effective working relationships with labor organizations that

providing guidance and consultation to management on a variety of labor
relations matters and experience providing advice and assistance to employees
and managers, program administration, research, and case management in matters
related to conduct, performance, attendance, and dispute resolution.  

Workforce Planning: Applicant must have experience in identifying,
categorizing, and analyze quantitative  data associated with issues such as
average cost per hire, demographics, and attrition rates for use in developing
workforce planning strategies.

Policy: Applicant must have experience in applying and interpreting,
principles, laws, regulations practices, and techniques to apply legal,
regulatory, and policy issuances that govern a specific program area such as
recruitment, placement, labor relations, employees relations, classification,
benefits, retirement, compensation, workforce planning, etc. 

Retirements: Applicant must have experience in interpreting and applying retirement, benefits, entitlements, health and life insurance, and Thrift Savings Plan laws, regulations, procedures, legislative changes, military service regulations, veteran's benefits, and prior service, and counseling techniques.


Education: There are no educational requirements or substitutions for this position.


Requirements:

U.S. Citizenship:  Candidates must be United States citizens and present proof of citizenship, if selected.

Residency:  There is a residency requirement for all applicants not currently employed by CBP.  During the three years prior to applying for this position, you must have: physically resided in the United States or its protectorates or territories (excluding short trips abroad, such as vacations); worked for the U.S. Government as an employee overseas in a Federal or military capacity; and/or been a dependent of a U.S. Federal or military employee serving overseas.   

Exceptions may be granted to applicants if they can provide complete state-side coverage information required to make a suitability/security determination.   Examples of state-side coverage information include: the state-side address of the company headquarters where the applicant's personnel file is located, the state-side address of the Professor in charge of the applicant's "Study Abroad" program, the church records for the applicant's overseas church missions, and/or the state-side addresses of anyone who worked or studied with the applicant while overseas.   Applicants must provide this information when filing their application for employment.  

Qualification Requirements: You must meet the grade level qualifications and eligibility requirements at the time of submission of your application. HOW YOU WILL BE EVALUATED:


You will be evaluated based upon the responses you provide on the job specific questionnaire that is required as part of the application process for this position. You will be rated based on your responses and assigned a score ranging from 70 to 100 points.

Note: Five points may be added to the scores of eligible veterans who: Entered the military service prior to October 14, 1976; served on active duty during the Gulf War between August 2, 1990 and January 2, 1992, regardless of where the person served; or served in a military action for which they received a campaign badge or expeditionary medal. Medal holders and Gulf War veterans must have served continuously for at least 24 months or the full period for which called or ordered to active duty. Ten points may be granted to the eligible ratings of disabled veterans; Purple Heart recipients; spouses or mothers of a 100 percent disabled veteran; or the widows, widowers, or mothers of a deceased veteran.
