JOB SUMMARY:
The vision of the John A. Volpe National Transportation Systems
Center(Volpe Center) is to be a world-recognized center of
excellence in transportation innovation and a forum for government,
industry, and academic cooperation in the development and
improvement of transportation and logistics systems. As part of the
US Department of Transportation's(DOT) Research and Innovative
Technology Administration(RITA), the Volpe Center's mission is to
serve as a catalyst for change in the development of solutions to
transportation problems and the application of innovative
technologies and operational practices to make the transportation
system more safe,effective, and efficient.

As a Computer Engineer you will report to the Division Chief of the System Business Design and Deployment Division (RVT-32) which supports sponsoring organizations in formulating, planning, conducting, and leading the development of functional, data management and information technology strategies and systems to meet critical transportation and safety requirements.  The Division is a focal point within the Volpe Safety Management Systems Center of Innovation for providing analytical and technical support to the Federal Aviation Administration (FAA) and other clients in aviation safety.  The Engineer will contribute to and lead projects within the Division in systems engineering and integration of aviation safety management and assurance systems.

You will apply knowledge of systems design, architecture, performance and integration to carry-out a range of general engineering and computer science activities to support the design, development and integration of safety management and assurance systems.  Because of constant and sometimes rapid changes in the aviation environment, you must frequently explore new techniques to effectively utilize advances in computer science to develop new operational concepts to support the overall system integration and performance of the Division's portfolio of aviation safety management and assurance systems.  You will develop simulations/models including designing, documenting, writing/programming, and testing the resulting software design as a senior member of our software engineering team.  By applying advanced knowledge of computer engineering to the evaluation and design of aviation safety management systems, including risk management and aviation safety assurance programs, you will create innovative approaches for the architecture and integration of systems for the FAA and other Division clients, and expands capabilities, applications and customer bases.

As a recognized technical authority, you will principally be responsible for planning and leading projects to conduct
multi-disciplinary research studies of modal and intermodal air and space and transportation issues to support the various projects and programs of the Division. You will apply project management expertise and expert technical knowledge to develop policies and ensure that all projects are effectively managed. This is accomplished by  developing project plans; defining and managing project scope; determining short- and long-term goals and strategies to achieve them, monitoring; and, reporting progress and quality assurance /evaluation of product delivery.  Use of an automated project management tool, e.g., Microsoft Enterprise Project Management Software as key tool in successful completion of projects and maintaining productive relationships with clients is required.  The Project Management Institute's Project Management Professional (PMP) certification is highly desired.



You will maintain and manage contacts with program leaders at the FAA, and other sponsoring agencies, to plan, develop, and complete programs and projects, and advises Volpe Center's project leaders and management, and FAA's project managers, on the latest technical developments and techniques, including: planning, organizing and directing studies to develop new approaches and recommendations; evaluating overall plans and proposals for software development and analysis.
