Serves as the Civil Engineer/Hydrologist who is responsible to plan, manage, and provide program oversight and guidance to the Navajo Region Water Resources program activities related to water planning and pre-development, water rights, negotiation and litigation projects.

Civil Engineer:The Basic Requirement for this position are [A] a degree in professional engineering. Curriculum must (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR
[B] combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by ONE of the following: professional registration; written test (successfully passed the Engineer-In-Training (EIT) examination or the written test required for professional registration); specified academic courses (successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering); OR related curriculum (successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field).
In addition to meeting the basic qualification requirements above, applicants must have specialized experience as follows:
For the GS-9 position: One year specialized experience equivalent to at least the GS-7 grade level OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
For the GS-11 position: One year specialized experience equivalent to at least the GS-9 grade level OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
For the GS-12 position: One year specialized experience equivalent to at least the GS-11 grade level. Hydrologist:The Basic Requirements for this position are [A] Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are the requirements for all grade levels; OR
[B] Combination of education and experience – course work as shown in [A] above, plus appropriate experience or additional experience.
For the GS-12 position: One year specialized experience equivalent to at least the GS-11 grade level.
SPECIALIZED EXPERIENCE: Experience which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and which is typically in or related to do the work of the position to be filled (refer to Statement of Duties). To be creditable, specialized experience must have been at least equivalent to the next lower grade level in the normal line of progression for the occupation in the organization.
GRADUATE EDUCATION: Completion of graduate level education referenced above, in addition to meeting the basic requirements, is qualifying for positions at grades GS-9 and GS-11, if it provided the knowledge, skills, and abilities necessary to do the work.
COMBINATION OF GRADUATE EDUCATION AND PROFESSIONAL EXPERIENCE: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

This position may be filled at the full performance level, GS-12 or as a career ladder position. If filled as a career ladder position, the incumbent may be non-competitively promoted to the next higher or full performance level.
